Restart a service
A restart is a deploy that uses the live image again with the current settings.
ferry restart api --followSame image. Ferry uses the live image again. It builds nothing.

Use a restart to apply a change of settings or variables. The trigger of the deploy is restart.
A change of variables with ferry env set does the same work. Its trigger is env_change.
- A service with a disk is offline for a short time during a restart.
- A restart uses the deploy that is live when the restart runs. If it waits in the queue behind a deploy, it restarts that deploy.
- If the service has a deploy in the queue, Ferry merges the restart into that deploy.
- You cannot restart a service that has no live deploy and no deploy in progress. Deploy it first.
