Reconciler
The reconciler compares what must run with what Docker runs, then repairs the difference.
The store says what must run: 2 instances of the live deploy of api.

The store has the desired state. Docker has the actual state. The reconciler, in ferry-engine, makes Docker agree with the store.
The reconciler does three things:
- It restarts a service that crashed.
- It applies a new instance count.
- It cleans up after a server that stopped in the middle of an operation.
