Run more instances of a service, keep files on a disk, and stop, resume or restart a service.
A service starts with 1 instance.

These operations change what runs. They build nothing new. A scale, a suspend and a resume start or stop containers of the live deploy. A restart is a new deploy of the live image with the current settings.
The four operations
